LA. Care Phone Number: A public organisation called the Local Initiative Health Authority for Los Angeles County (L.A. Care) offers Medi-Cal and four other health coverage programmes to low-income residents of Los Angeles County.

The California Department of Managed Health Care and the California Department of Health Care Services fined $55 million to LA Care in March 2022 for “deep-rooted, systemic failures that threaten the health and safety of its members.” The business consented to a $1.3 million settlement in September 2023 to address two HIPAA infractions.

The framework and history

The State of California established the L.A. Care Health Plan to offer health services to children without insurance, and those on Medi-Cal managed care. And other vulnerable populations in Los Angeles County.

The State Department of Health Services published “Expanding Medi-Cal Managed Care: Reforming the Health System Protecting Vulnerable Populations,” a blueprint for the program’s growth, in 1993. It named L.A. County is one of the regions that will be a part of the “Two-Plan Model,” which calls for the establishment of a locally organised Medi-Cal managed care plan to compete directly with a “commercial plan” for Medi-Cal managed care enrollments. Following a competitive selection process, the State selected Health Net of California as the “commercial plan,” L.A. The Two-Plan Model was implemented throughout the County and the Los Angeles County Local Initiative Health Authority was created.

Grantmaking in the Community

In 2001, L.A. Care introduced its Community Health Investment Fund. Since then, it has given out over $132 million in grants and assistance for the health care safety net, to enhance public and community health and increase the number of underprivileged people who have access to health insurance. Grant initiatives include the Oral Health Initiative. Which increases low-income Angelenos’ access to dental care, the Tranquada Awards, which support safety net clinics with infrastructure, and the Health Information Technology Initiative, which assists clinics in implementing and purchasing technologies like electronic health records and disease registries. A $20 million commitment to address homelessness in Los Angeles County was made public by L.A. Care in 2017. The nonprofit organisation Brilliant Corners, which collaborates with the county’s Housing for Health programme, is receiving the five-year commitment.

Authority

The 13-member Stakeholder Board of Governors oversees L.A. Care and includes representatives from the Los Angeles County Department of Health Services, community clinics, doctors, hospitals, federally qualified health centres, and children’s health care providers. L.A. Care enrollees elect consumers to occupy two of the seats. One of the few public health plans with full voting rights for consumer members on its governing board is L.A. Care.

The board of governors is advised by fifteen consumer advisory committees representing Los Angeles County.
